Below is the opening address by Daewon Choi Chief, ICTP, UNESCAP
At the Fifth International Forum on Online Dispute Resolution in Liverpool UK, 19 April 2007.
Distinguished Participants, Ladies and Gentlemen,
It gives me great pleasure to welcome you to the Fifth Annual Forum on Online Dispute Resolution (ODR), hosted by the University of Liverpool in collaboration with the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP).
As you know, ODR is an important area as it is becoming a priority for governments eager to promote e-commerce and technological development. ODR serves to build trust in online and cross-border commercial activities through the smooth resolution of disputes that could arise from these activities: ODR is reducing the friction cost associated with electronic commerce and encouraging its growth.
TECHNOLOGY AND INTERNET JURISDICTION (update May9th)
Submitted by rudidaniel on Thu, 2007-04-26 16:20.
As the Cold War ended, the technological revolution begun with promises that "globalization" would usher in a new era of freedom of expression across the globe based not on human rights and politics but economics. This new era would level the playing field accross world trade boundaries and Developing countries will subsequently get the opportunity to enhance their global trade initiatives.
This new era is heralded as enabling free speech whilst curtailing sensorship
A recent article by Kevin Voigt via CNN tell another story:"In fact, Internet censorship is picking up steam around the world. Thailand banned YouTube after a video was posted belittling the king. In Malaysia, the government is increasing the heat on bloggers, telling mainstream media outlets not to publish information from Web logs.
